Tell me about the Arizona Corporation Commission. The Arizona Corporation Commission is a Constitutionally established fourth branch of Government. The ACC is governed five Commissioners who are elected to four year terms. All five Commissioners are Republicans. They have plenary (total) authority over all utility issues--so it's a really bad idea to tick them off. Commissioners are limited to two terms, and three of the Commissioners--Mike Gleason, Jeff Hatch-Miller and Bill Mundell are unable to run for re-election in 2008.
