Where's the Best Place to Learn about the Arizona Power Industry?

The Arizona Corporation Commission conducts a Biennial Transmission Assesment every two years (hence the name).  This document provides a wealth information about Arizona transmission and generation infrastructure.  It is THE starting place if you want to understand the Arizona market.

The Arizona Corporation Commission is a Constitutionally established fourth branch of Government.    The ACC is governed five Commissioners who are elected to four year terms.  All five Commissioners are Republicans.   They have plenary (total) authority over all utility issues--so it's a really bad idea to tick them off. 

Commissioners are limited to two terms, and three of the Commissioners--Mike Gleason, Jeff Hatch-Miller and Bill Mundell are unable to run for re-election in 2008.  So far there are nine candidates vying for the three open seats.
