When we formed the Arizona Competitive Power Alliance in 2001, we were active in the ACC's transmission assessment.  The ACC was pleased with the results of the assessment and decided to revise it every other year.  Thus the BTA or Biennial Transmission Assessment was born.  We are currently participating in our 12th BTA.  Here's a link to the docket.  I'll point out interesting items as they crop up.
