APS Sues the ACC over SCRs and ROE

APS has asked the AZ Court of Appeals to overturn key aspects of the company's most recent rate case.

"Key aspects of Decision 78317 represent unlawful, and arbitrary and capricious, departures from the Commission’s prior approach to ratemaking, threatening the certainty of the regulatory framework on which PSCs rely. Indeed, independent financial-market experts have concluded that the Commission’s new approach has transformed Arizona into “‘the single most value destructive regulatory environment’” for public utilities in the country."
